Permanent residence for new-build property — contested

Permanent residence for investors (Government Decree No. 2573, in force 11 January 2023): new-build real estate bought under construction or within two years of commissioning, unencumbered, held at least one year, with a cadastral value of at least RUB 50 million in Moscow, RUB 25 million in other regions, RUB 20 million in the Far East. CONTESTED: two sources state that owning property confers no residence in Russia at any value. Since March 2022, buyers from countries Russia classes as unfriendly need prior approval from a government commission to purchase.

Where the sources disagree

Two sources state that owning property confers no residence in Russia at any value, against the decree-based route described by others.

This jurisdiction in the register

5 records, 3 with a published page. Each record carries the facts this rule turns on — entry price, seller, and where the rule distinguishes them, first sale, fractional sale, construction status, tenure — each dated and sourced.

The register publishes the rule and the facts; it does not say whether any purchase qualifies. Eligibility attaches to a sale, not to a building, and the register is not immigration counsel. All jurisdictions →
