The Residences at Mandarin Oriental, Moscow
Moscow, Russia. Mandarin Oriental. The first branded residential development in the country, on the embankment facing the Kremlin.
Two sources say these residences hold *apartment status*, and that is the most important line on the record. In Russian law *apartamenty* are legally non-residential premises: the buyer gets no residential registration, and utility and tax treatment differ from a flat. An address directly opposite the Kremlin, sold under a status that is not housing — this is precisely what the Tenure axis exists to surface, and no listing leads with it.
Capital Group owns and develops; Mandarin Oriental signed a management contract in 2018; Sergey Skuratov did the architecture and Pierre-Yves Rochon the interiors. Four new residential buildings with private courtyards and reconstructed historic mansions on the Sofiyskaya embankment, arranged along a two-hundred-metre pedestrian boulevard. The scheme was designed inside the Kremlin's security zone, which the sources describe as the governing constraint on everything built there.
The register does not know whether it opened. The hotel was stated for 2021 and no consulted source confirms delivery of either the hotel or the residences; the count is 137 in the 2018 announcement and 134 in two 2024 accounts. Status is recorded as not established, per the Standard's rule that an announcement is not a delivery. Moscow is the second billionaire city in the world by Forbes's 2025 count and ninth by Hurun's — and its first branded residence was announced only in 2018.
Who it is not for
Not for a buyer who needs residential title: apartment status is not housing under Russian law, and the register flags it rather than burying it. Not for anyone who needs to know the building is finished — no source consulted establishes that it is.
