Twelve hundred rooms across nine buildings, sold as rooms, under a management agreement with a date — on a territory whose sovereignty is disputed and whose administration is not.
The agreement has a date, which is more than most rows in the Russian sweep offer. Cosmos Hotel Group took this on under a «соглашение по управлению» signed 16 September 2025, preceded by a letter of intent in March 2025 covering three Crimean apart-hotels of 1,845 rooms in total. The investor and developer is the Kvartal group; Intermark Residence is named as a partner. 1,200 rooms across nine buildings, about 98,000 square metres on a plot of over 1.6 hectares, some 9bn roubles, site preparation from the third quarter of 2025 and opening in the third quarter of 2029.
The rooms are the inventory, and the trade press says they are for sale — «доступны к приобретению» — without naming the instrument. No participation contract, no escrow, no sale contract: nobody publishes what the buyer signs, on a scheme of twelve hundred units. The register has now written this sentence about most of the Russian market, and it is not a failure of searching.
This record exists because the register asked for a ruling and got one. It could not write a record without filling a country field, and sovereignty over this territory is disputed internationally. The ruling is that the field names whoever actually controls the territory, on the ground that control is what determines the product: the authority that issues the permit, keeps the land registry and writes the law the units are sold under. That is a question about instruments, not a judgement about claims — and the register states the dispute on the record rather than resolving it by silence.
