Marriott International and The Royal Group International signed on 13 August 2026 to bring The Ritz-Carlton to Cambodia: a mixed-use tower on Norodom Boulevard in Daun Penh, in the commercial and cultural heart of Phnom Penh, with a 152-room hotel below and 119 branded residences on levels thirty to sixty — two-, three- and four-bedroom layouts, four duplexes and nine penthouses. Opening is stated as 2032.
Six years out, and the fields that matter are empty. No architect has been named, no prices published, and nothing has been said about how a foreign buyer would hold title in Cambodia, where freehold at ground level is restricted by law. The register records the scheme because a signed Ritz-Carlton in a country that has never had one is a fact; it records the eight blanks with it, because the blanks are the state of the thing.
