Investment migration — the rule, as checked 24.09.2026

Citizenship by donation or active investment — no property route

Law on Nationality 1996. Sub-Decree No. 225 of 2025, in force 1 December 2025, raised the floors to KHR 4 billion (about USD 1 million) of personal capital in an approved project, or a KHR 12 billion (about USD 3 million) donation. There is no real-estate-specific route.

Foreigners may own condominium units only from the second floor up, and no more than 70% of the units in a building (2010 law); land requires citizenship.

Where the sources disagree

Most 2026 guides still quote a USD 245,000 donation and a USD 305,000 investment — the floors before Sub-Decree No. 225. One practitioner confirms that USD 1 million is the working minimum.

This jurisdiction in the register

1 record, 1 with a published page. Each record carries the facts this rule turns on — entry price, seller, and where the rule distinguishes them, first sale, fractional sale, construction status, tenure — each dated and sourced.

The register publishes the rule and the facts; it does not say whether any purchase qualifies. Eligibility attaches to a sale, not to a building, and the register is not immigration counsel. All jurisdictions →
