Tigné Point

Sliema, on the British garrison's old ground. Ninety-nine years of emphyteusis from the state, and a 1792 fort kept inside the scheme.

Editorial entry · sources recorded · property confirmation pending

The tenure is the fact that distinguishes this record, and it is not freehold. MIDI plc acquired the land at Tigné Point and Manoel Island from the Government of Malta by title of temporary emphyteusis for ninety-nine years, commencing June 2000, on a deed signed 15 June 2000. Development began late in 2000. A buyer here acquires an interest carved out of a state grant with a fixed end, which is a different thing from the freehold the register records across most of Malta's SDAs.

It is a former British military base and the scheme kept the military fabric rather than clearing it. Inside the development stand Fort Tigné, built 1792–95 by the Order of St John, St Luke's Garrison Chapel, the Garden Battery, and a Clock Tower block the developer describes as enveloped by the reconstructed façades of the former Sergeants' Mess and Regimental Institute. The Point shopping mall opened in 2010 and phases continued after it.

On the unit count the register carries the developer's figure and names the disagreement. MIDI states that 349 residential units at Tigné Point have been sold; an agent publishes ‘some 240 plus apartments’. Published phases — Q1, Q2, Q3 Fortress Gardens, T10, Piazza Residences, Tigné South — are counted separately in the thirties and sixties, so the agent's figure is probably a subset rather than a contradiction. No current resale price range is published by the developer or by either of the two agents the register checked.

Malta's Special Designated Areas are a property-law exemption under the Immovable Property (Acquisition by Non-Residents) Act, Chapter 246: article 5(1)(b) disapplies the permit requirement for “the acquisition of immovable property by any person, wherever resident, in a special designated area.” It confers no immigration status. Since the Court of Justice's ruling of 29 April 2025 and Legal Notice 159 of 2025, no property purchase in Malta leads to Maltese citizenship; the Permanent Residence Programme's EUR 375,000 threshold is separate and applies anywhere in Malta or Gozo, SDA or not.

Who it is not for

Not for a buyer expecting freehold: the land is held on a ninety-nine-year temporary emphyteusis from the Government of Malta that began in June 2000.

Agents' figures, carried because the developer publishes neither the scheme's cost nor its block heights.

349 units sold (MIDI, the developer) against ‘some 240 plus apartments’ (RE/MAX). The published phase counts suggest the lower figure is a subset. Unresolved.
