Investment migration — the rule, as checked 24.09.2026

Citizenship closed; permanent residence remains

Citizenship by investment ended with the Court of Justice of the EU's Grand Chamber ruling in Commission v Malta, Case C-181/23, on 29 April 2025; repealed by Act XXI of 2025, in force 24 July 2025. The court held that EU citizenship cannot result from a commercial transaction.

Malta Permanent Residence Programme: purchase from EUR 375,000 (EUR 300,000 in Gozo and the south of Malta), held five years, or rent from EUR 14,000 a year (EUR 12,000); government contribution and a EUR 2,000 donation. Lifelong residence, not citizenship.

Special Designated Areas — Portomaso, Tigné Point, Mercury Towers, Pendergardens, Fort Chambray and others — are where foreign buyers purchase without the usual restrictions.

Where the sources disagree

The closure is dated 29 April 2025 (the ruling) by some sources and 24 July 2025 (the repealing Act) by others.

Total MPRP cost is given as from about EUR 150,000, EUR 169,000 (rental route) and EUR 475,000 all-in (purchase route) — different routes, often quoted without saying which.

This jurisdiction in the register

4 records, 4 with a published page. Each record carries the facts this rule turns on — entry price, seller, and where the rule distinguishes them, first sale, fractional sale, construction status, tenure — each dated and sourced.

The register publishes the rule and the facts; it does not say whether any purchase qualifies. Eligibility attaches to a sale, not to a building, and the register is not immigration counsel. All jurisdictions →
