Belle Mont Sanctuary Resort at Kittitian Hill

Kittitian Hill, Saint Paul Capisterre. Rebranded in 2024, absent from the island's approved-development list, and carrying for months the prices of two other projects.

The register had this record wrong in three ways at once, and all three came from one marketing page. It was filed under *Belle Mont Farm*, a trading name the property gave up: Belmont Resort Limited rebranded it Belle Mont Sanctuary Resort in early 2024. It carried three price tiers — USD 450,000, 420,000 and 350,000 — of which two belong to Calypso Bay Resorts and Silver Reef, which are separate, independently approved developments listed beside this one on a citizenship-marketing page and read off as if they were this estate's tiers. And it carried the whole thing as a citizenship-programme offering.

On that last point the register now records an absence rather than a claim. The St Kitts and Nevis Citizenship by Investment Unit publishes a list of thirty-four approved developments. Neither Kittitian Hill nor Belle Mont appears on it — while Calypso Bay Resorts and Silver Reef both do, separately. Whether the estate ever held approved status and lost it, or never held it, the register has not established and does not assert either way.

What is established is that it trades, and that the state has money in it. The operator describes a collection of fifty West Indian-inspired cottages and villas on one page and *less than one hundred* on another, and publishes no sale price of any kind. The Prime Minister of St Kitts and Nevis said in January 2023 that the Sugar Industry Diversification Foundation had forgiven no loan to Kittitian Hill, and in October 2024 that over one hundred people are employed there, that the resort needs a significant boost in development, and that investor interest had picked up. No receivership, administration or completed sale is on any record the register could find.

The reason this record is worth keeping rather than withdrawing is the design. The estate is Bill Bensley's, on four hundred acres above the Caribbean, and the farm-to-table premise — orchards and fields worked as part of the resort rather than beside it — is the thing the place was built to argue. That argument is independent of who owns it and of whether a passport is attached to it.

Who it is not for

Not for a buyer looking for the prices this record used to carry: two of the three belonged to other developments, and the operator publishes no sale price at all.
